Improved availability-based checkout validation and added month-scoped administrative order filtering using Cairo date boundaries.

Availability-based checkout and accurate order periods
Checkout eligibility follows the documented availability model. Month-based administrative filtering uses Cairo month boundaries and server-side retrieval to include the selected period's orders.
